On 4 September 2026 the air pollution index in Serian read above 500 and the Yang di-Pertuan Agong consented to an emergency — the public record shows no legal basis for the order, and no real owner of the smoke
On 4 September 2026 the Air Pollution Index (API) in Serian, Sarawak, was reported between 514 and 521, the Yang di-Pertuan Agong consented to an emergency across the whole of Serian district, hundreds of schools closed, and the emergency was lifted on 7 September. Officials and the ASEAN Specialised Meteorological Centre both attribute the haze to transboundary hotspots, but the legal basis for this emergency is not written in any report this site read. This piece sets 2026 in the mirror of 1997, 2005, 2013 and 2015: the same kind of emergency declared again and again, a treaty signed over twenty years ago, while Malaysia's own transboundary haze law stalled at the draft stage. It is about how a system lets the same smoke return, not about anyone's guilt.
