Should Malaysia Restore Local Government Elections?

Sixty-One Years Without a Third Vote: Democratic Deficit or Pragmatic Choice?

Since 1965, all 149 local authority councillors in Malaysia have been appointed by state governments — not elected by residents. This unbroken absence of local elections now stretches 61 years, longer than Malaysia's independent existence before the suspension began. The 1965 Athi Nahappan Royal Commission recommended restoring elections; the government instead passed the Local Government Act 1976 to abolish them permanently. In 2014, the Federal Court rejected Penang's attempt to restore them. In 2026, a feasibility study on directly electing Kuala Lumpur's mayor is underway. The core question remains: is this "third vote" a democratic right that must be restored, or a burden the current system cannot bear?
