Constitutional amendments require a parliamentary majority, and a parliamentary majority comes from elections. Part VIII of the Constitution establishes the electoral system: Article 113 tasks the Election Commission with conducting elections to the House of Representatives and State Assemblies, and preparing electoral rolls, Article 114 establishes the Election Commission, and Article 119 defines voter qualifications. Today, a Malaysian citizen who is 18 years old, not disqualified by law, and meets residency requirements, is eligible to be on the electoral roll; automatic voter registration has been in effect since December 15, 2021. This article explains that a ballot paper is not a ritual; it is the entryway through which state power awakens every day.
