At the End of the Contract

Thirty thousand doctors waited a decade to be made permanent — the story of a badly designed policy and a strike that came too late

In 2016, Malaysia turned to contract employment to solve a problem of its own making: private medical schools had expanded too fast, producing more graduates than the public health system could absorb. Ten years later, in 2021, thousands of doctors staged a brief work stoppage — and only then was a problem that should have been solved at the design stage finally forced into the open. By 2026, the government had exceeded its absorption target. No document explains why it took a full decade.
