Behind PTPTN's travel ban: 97% of defaulters are B40, and that figure comes from the loan agency's own research

Malaysia's PTPTN passport blacklist has been abolished and reinstated more than once. In 2026, it returned in "targeted" form — restricted to defaulters earning above RM6,000 a month who have been in arrears for over five years. But PTPTN's own 2019 internal study found that 97% of defaulters belong to the B40 low-income bracket, with the main reason being insufficient income, not wilful evasion. The state uses its citizens' freedom of movement as a debt-collection lever — aimed squarely at the people who could not afford to repay in the first place.
