Anwar announces the abolition of the Universities and University Colleges Act, the higher education minister says universities cannot function without it; from the 1971 provisions to Baling in 1974 and the courts in 2012, whether students may take part in politics has always been answered after something else
On 15 August 2026, Prime Minister Anwar announced the abolition of AUKU at the PKR national congress. Two weeks later, Higher Education Minister Zambry said the act is also the legal foundation for establishing universities, and that without it universities cannot function. This article lays out fifty-five years of amendments by date: the original 1971 provisions regulated student organisations; the Baling and Kuala Lumpur demonstrations and the first entry of police onto campuses came in December 1974; the 1975 amendment narrowed control to every individual student; the 2011 Court of Appeal decision, then the loosenings of 2012 and 2018. Anwar says this law was originally made to restrain him, but the sequence of dates does not directly support that claim. And what is called "abolition" is, for now, really repeal and replace: the new bill could at the earliest receive a first reading in December.
