What is the PN Political Funding Cloud? Jana Wibawa, Bersatu Accounts, and Muhyiddin's Case

The PN government was not in power for long.

But money flowed quickly.

When the pandemic hit, parliament was suspended, an emergency was declared, and the government had to procure, provide aid, make appointments, distribute projects, and support businesses. The crisis was real. Executive power was also real. Muhyiddin Yassin served as the eighth Prime Minister from 2020 to 2021; scholars have also pointed out that the emergency gave a government with a razor-thin majority a larger political window. ^1,2,3

After Anwar took power, the question was reframed.

During that period, where did the political money come from?

The Name "Jana Wibawa"#

Jana Wibawa was originally a government program designed to assist Bumiputera contractors post-pandemic.

Later, it became a keyword in a criminal case.

In March 2023, Muhyiddin was hit with four charges of abuse of power and three charges of money laundering; reports indicated the prosecution alleged he, in his capacity as Prime Minister and Bersatu president at the time, was involved with political funds tied to Jana Wibawa. Muhyiddin pleaded not guilty, claiming the case was politically motivated. ^1,2,4

This sentence must be unpacked carefully.

Being charged is not the same as being convicted.

But being charged is also not just ordinary political mudslinging. It dragged a former prime minister, a newly minted ruling coalition, a contractor assistance program, and a party's fund accounts into the same courtroom narrative. ^2,3,4,5

The Charges Have Not Disappeared#

Muhyiddin initially succeeded in having the four abuse of power charges struck out by the High Court. However, in February 2024, the Court of Appeal reinstated these four charges; on the same day, media also reported he still had to face trial for the money laundering charges. ^2,5,6

As of this writing, public reports show Muhyiddin continues to plead not guilty, and the case remains a criminal charge undergoing court procedures, not a proven fact of conviction. ^2,4,5,6

This is crucial.

We cannot write "Muhyiddin stole money."

We can write: A former prime minister, who once emerged with an image of "cleaning up post-1MDB politics" and held power during the pandemic, now must explain in court the boundary between political funds and government programs. ^1,2,3,4

The Bersatu Accounts#

Bersatu is also not just a bystander's name here.

Media reports stated the MACC froze Bersatu's accounts to investigate the flow of funds linked to Jana Wibawa; Muhyiddin's case also involved funds allegedly entering Bersatu's accounts. ^2,4,5

This gives Jana Wibawa and 1MDB one similarity, but also one significant difference.

The similarity: the boundary between state resources and party funds blurred.

The difference: 1MDB has already seen multinational enforcement, asset recovery, Goldman Sachs' guilty plea, and a conviction in Najib's main trial; the cases related to Jana Wibawa are still in court proceedings, and the ending cannot be prematurely written. ^1,2,3,4,5

The Hamzah Trail#

Hamzah Zainudin represents another trail.

He is a key PN leader; the parliamentary website lists him as the MP for Larut and the Opposition Leader. In 2023, Hamzah confirmed that Inland Revenue Board (LHDN) officials raided his home; he denied the action was related to anti-corruption investigations, stating it was a matter for the tax authorities. ^7,3,8

In public reports, I have so far found no reliable source to substantiate the sentence "A large amount of cash was found in Hamzah's house."

Therefore, it cannot be written as fact here.

What can be written is: Hamzah's home was raided by LHDN; his former political aide was later charged with corruption over cooking oil quotas, with the charge alleging the former aide accepted bribes to help a company secure the quota. Hamzah himself has not been convicted of the same charge due to his former aide's case. ^7,8,9

Here, too, the boxes must be kept straight.

A former political aide being charged does not mean the minister himself is guilty.

But it generates a political question: For a government in charge of internal affairs, resources, and appointments, how do the people around them interface with commercial applications? Which applications go through the system, and which go through personal networks? ^7,3,8,9

PN's Anti-Corruption Problem#

PN often positions itself as anti-corruption, anti-DAP, and the protector of Malay-Muslim interests.

Yet once the Jana Wibawa case enters the courts, this narrative must accept the same yardstick. If 1MDB is criticized because state funds were polluted by the political machinery, then the boundary between post-pandemic relief programs, contractor projects, and party account funds must be examined under the exact same light. ^1,2,3,4,5

Anti-corruption is not a coalition color.

Anti-corruption is asking where the money went.

After measuring BN, this stick must also measure PN.

And after measuring PN, the Unity Government cannot be let off either.
